tv   President Trump Meets with House Senate Democratic Leadership  CSPAN  December 11, 2018 7:49pm-8:07pm EST

7:49 pm
president trump: thank you very much. it is a great honor to have
7:50 pm
nancy pelosi and chuck schumer. and we worked hard on a couple of things happening on criminal justice reform. we just heard word, got word that mitch mcconnell will be putting it up for a vote. we have great democrat support and criminal justice reform, something that people have been -- how long, nancy? many, many years. looks like it will be passing. famous last words on a bipartisan way. and it's something we are proud of. and again, tremendous support from republicans and tremendous support from democrats and i think it will get a very good vote. but it will be up for a vote shortly. a lot of years. the farm bill is moving along nicely and they will be voting on friday or so.
7:51 pm
but pretty close. and we think the farm bill is in good shape. a lot of good things happening with it. and our farmers are well taken care of. and it will be quite bipartisan and will happen pretty soon. and the wall, that will be the easiest of all. what do you think, chuck? senator schumer: it is called unding the government. president trump: it is not an easy situation, the democrats have a different view. we have great democrat shall republican support. we are going to see one thing that i do have to say tremendous amounts of wall have already been built and a lot of wall when you include the renovation of existing fences and walls. we renovated a tremendous amount and did a lot of work in san diego. and building new walls right now
7:52 pm
and right next to san diego. we completed a major section of wall and it has worked well. a lot of wall has been built. we don't talk about that. but we might as well start, because it is being built right now. big sections of wall. and we will continuity. and one way or the other. i would like not to see a government closing, a shutdown. we will see what happens over the next short period of time, but the wall is a very important thing to us. i might put it a different way. border security is extremely important and we have to take care of border security. when you look at the kara vans. we shut it down. but it could be a lot easier if we had real border security. i want to pay my respects to the border patrol agents and officers. they have been incredible. the i.c.e. agents and officers
7:53 pm
have been incredible. our military did an incredible job. they have been really, really spectacular. a lot of the people who wanted to come into the country and wanted to come in no matter how they wanted to come in, they wanted to come in a rough way. and they are going back to their countries. they are leaving. as you notice it is getting less crowded and a lot of them are going to stay in mexico and the mexican government has been working with us very well. we appreciate it-b you they haven't been coming in it. we are going to talk about the wall. i wanted to talk about criminal justice reform and let you know how positive that is and the farm bill and how positive that is and talk about the wall. it's a tough issue because we are on opposite sides. i really think border security.
7:54 pm
but the wall will get built. a lot of the wall has been built. it has been effective. i asked for a couple of notes on that. if you look at san diego, illegal traffic dropped 92% once the wall was up. el paso, illegal traffic dropped 72% and ultimately 95% once the wall was up. in tucson, arizona, illegal traffic dropped 92%. yuma, it dropped illegal traffic, 95%. when i say drop. the only reason we have any percentage where people got through because the wall can go around. it dropped 100% where the wall is. very effective. if you really want to find out how effective a wall is just ask israel, 99.9% effective and our wall will be as good as that if
7:55 pm
not better. we have done a lot of work on the wall. a lot of wall is renovated. we have walls that were in very bad condition that are in a-1 tip-top shape. and some wall has been reinforced by our military. so the wall will get built. we probably won't have an agreement but we have an agreement. nancy, would you like tore say something. ms. pelosi: thank you, mr. president. i appreciate we work together in a bipartisan way to meet the needs of the american people. the american people recognize that we must keep government open. a shutdown is not worth anything and we should not have a shutdown. you have a bhouse. you have the senate. and you have the house of representatives. you have the votes. you should have --
7:56 pm
president trump: we don't have the votes. we need 60 votes. excuse me. i can't get it passed in the house. ms. pelosi: the fact is, you can get it started that way. pros pros we could. but the problem is the senate, because we need 10 democrats to vote. ms. pelosi: the point is that there are equities to be raised and we are here to have a conversation and shouldn't have a debate in front of the press on this, the house republicans could bring up this bill if they had the votes and set the tone for what you want. president trump: if we could get it passed in the senate, we would do it. nancy, i would have it passed in two seconds. it doesn't matter, we need 10 democrat votes. ms. pelosi: let us have our
7:57 pm
conversation without the press again. the problem is legislating, you make your points and state your case. if they had the votes. but there are no votes in the house, the majority votes, for a wall, no matter where you start. president trump: i would have them in one session. it doesn't help because we need 10 democrats. ms. pelosi: put it on the negotiation. president trump: it doesn't help for me to take a vote in the house where i would win easily with the republicans. it doesn't help to take that vote. i need 10 senators. that's the problem. ms. pelosi: you have the white house and the senate and the house. president trump: the house would give me the vote. nancy, i need 10 votes. ms. pelosi: the fact is, you do not have the votes in the house.
7:58 pm
president trump: nancy, i do. nancy, nancy, we need border security. ms. pelosi: you do. pelosi president trump: we have terrorists. we caught 10 terrorists. 10. these are very serious people. all of our law enforcement has been incredible. but we could caught 10 terrorists and people looking to do harm. we need the wall. we need border security of which the wall is just a piece. chuck, did you want to say? senator schumer: we have a lot of. the "washington post" gave you a lot of opinion oak yeoh us because you say how much the ball is built. we have zrement about the wall. not on border security but on the wall. we do not want to shut down the government. you called 20 times to shut down the government.
7:59 pm
you said i want to shut down the government. which don't. we have solutions that will pass the house and senate right now and will not shut down the government and that's what we are urging -- president trump: you don't want to shut down the government. the last time you shut down the government. senator schumer: you said my way or we'll shut down the government. we have a proposal with democrats and republicans will support, do a c.r. that will not shut down the government. president trump: if it is not towards border security, i won't take it. because when you look at these numbers of the effectiveness of our border security and look at the job we are doing -- can i tell you something. without a wall, these are only areas where you have wall. where you have walls, it's effective. where you don't, it's not effective. ms. pelosi: let's call a halt to
8:00 pm
this. we are the first branch of government, article 1, we are coming in in good faith to negotiate with you to keep the government open. president trump: if we don't have border security, we won't keep it open. ms. pelosi: i agree with you. senator schumer: we want to do the same thing we did last year, this year. if it's good then, it's good i think we can: all agree. we need border security. schumer defined what it means to have border security. you can't have:
8:01 pm
very good border security without the wall. ms. pelosi: border security is a way to effectively on our responsibility. chuck schumer: wasteful and doesn't solve the problem. pelosi: unfortunately this spirals downward when we came at a place to say how to we meet the needs of the american people who have needs. the economy, people are losing their jobs. the market is in the mood. president trump: the lowest unemployment with that in 50 years. ms. pelosi: fifty people of the publican party are losing their offices now because of the transition period people are not -- the morale is not up. president trump: excuse me.
8:02 pm
did we win the senate? who won the senate? we did win coast to coast. ms. pelosi: we came in here in good faith and where entering into this kind of a discussion in the public view. president trump: full transparency. ms. pelosi: it's not transparent we we are not stapling to set the fact and what we want to have a debate with you about saying we -- president trump: know what? we need border security. we're talking border security. if we don't have border security we will shut down the government. this country needs border security. wall is a part of border security. let's have a talk. we will will get the wall built. we done a lot of wall already. it's a big part of it. it's a big part of it. we need to have effective border security. we need a wall in certain parts -- not at all parts but in certain parts of the 2000-mile border, we need a wall. where doing it much under budget.
8:03 pm
we are under budget on the areas that we've renovated and areas we have built. i would say if we got, if we got $5 billion we could do a tremendous chunk of wall. this isn't a question. this is a national emergency. drugs are pouring into our country. people with tremendous medical difficulty of medical problems are pouring in in many cases, it's contagious. they are pouring into our country. we happen to have border security. we have to have a wall as part of the border security. i don't think we really disagree so much. i also know that nancy is in a situation where it's not easy for her to talk right now and understand that and i fully understand that. we're going to have a good discussion and we're going to see what happens but we have to have border security. ms. pelosi: mr. president, please don't characterize the strength i bring to this meeting as the leader of the house democrats who just won a big victory.
8:04 pm
when the president is representing -- are not factual. went to have an evidence-based conversation about what does work, what money has been spent and how effective it is. this isn't, this is about the security of our country, take an oath to protect and defend. we don't want to have that ms. -- mischaracterized by anyone. so let us have the conversation we don't have to contradict in public the statistics you put forth but instead can have a conversation about what will really work. and what the american people deserve from us at this uncertain time in their lives where they have apprehension. mr. schumer: where we agree on we shouldn't shut down the government over dispute. you want to shut it down. president trump: the last time chuck, you shut it down. i don't want to do what you did. chuck, i was --
8:05 pm
mr. schumer: no, no, no. you said. president trump: know what i will say? if we don't get what we want one way or the other, whether it's through you, through a military, to anything you want to call, i will shut down the government. and i am proud, i am proud to shut down the government for border security, chuck, because the people of this country don't want criminals and people that of lots of problems and drugs pouring into our country. i will take the mantle. i will be the one to shut that down. i'm not going to blame you for it. the last time you shut it down, it didn't work. i won't take the middle a shutting down and i will shut it down for border security. pelosi: but -- ms. you said -- president trump: thank you very much, everybody. [shouting]
8:06 pm
